Miller Starr Regalia Adds Three Land Use Experts as Partners

Walnut Creek, Calif., (May 1, 2009) –Miller Starr Regalia announced today that Robin
Kennedy, Daniel A. Muller and Elizabeth Strahlstrom have joined the firm as
shareholders. The three attorneys have extensive experience in real estate
transactions, land use, environmental and litigation matters. Mr. Muller and Ms.
Strahlstrom will have offices in Miller Starr Regalia’s Walnut Creek office, while Ms.
Kennedy will be based in the firm’s Palo Alto Office.

Ms. Kennedy returns to Miller Starr Regalia after working as a real estate transactions
and land use partner at Manatt, Phelps & Phillips. Her practice focuses on complex real
estate and land use transactions, public infrastructure development, public-private
partnerships, and ground leasing. Ms. Kennedy is a member of several organizations
including Commercial Real Estate Women (CREW), the Urban Land Institute (ULI) and
the National Association of College and University Attorneys (NACUA). Ms. Kennedy
received her J.D. and bachelor’s degree from Stanford University and also holds a
master’s degree in Political Science from the University of California, Berkeley.
Mr. Muller has more than fifteen years of experience in land use, eminent
domain/inverse condemnation and municipal law matters. Mr. Muller represents
property and business owners, home builders and developers in project entitlements,
developer impact fees, condemnation, real estate disputes and easements. Mr. Muller
has authored several articles on land use and eminent domain and is the co-author of
the zoning chapters in the Continuing Education of the Bar Land Use Treatise California
Land Use Practice. He is a member of the Contra Costa County Bar Association and
serves as co-chair of the Land Use Task Force on the Contra Costa Council. He is also
the Chair of the Land Use Subsection of the State Bar Real Property Law Section, and a
member of the CBIA's Impact Fee Task Force. Mr. Muller earned his J.D. from the
University of California, Davis School of Law and received dual bachelor’s degrees in
Political Science and Avian Sciences also from U.C. Davis. Prior to joining Miller Starr
Regalia, Mr. Muller was a partner at Morgan Miller Blair.

Ms. Strahlstrom has over fifteen years of experience focused on counseling and litigation
under the California Environmental Quality Act (CEQA). She develops entitlement
strategies for complex commercial and mixed use projects, working closely with cities
and consultants to ensure the preparation of legally defensible documents. Elizabeth is
land use counsel for numerous big box retail projects throughout Central California, for
which she leads and coordinates development teams including engineers, architects,
environmental consultants, economists, and community affairs consultants. In recent
years, she has also advised clients regarding redevelopment law, historic preservation,
coastal resource regulation, RLUIPA, and energy development. Ms. Strahlstrom
received her J.D. from the McGeorge School of Law at the University of Pacific and her
bachelor’s degree from the University of California, Santa Barbara. Prior to joining Miller
Starr Regalia, Ms. Strahlstrom was a partner at Bingham McCutchen in Walnut Creek.
