Walnut Creek, Calif., (April 15, 2010) – Miller Starr Regalia will expand its land use practice group with the addition of Nadia Costa as Senior Counsel and Sean Marciniak as an Associate. These attorneys bring extensive experience in land use, environmental and litigation matters. Ms. Costa and Mr. Marciniak will have offices in Miller Starr Regalia’s Walnut Creek office.

Nadia Costa's practice centers on land use and local government law, specializing in the processing and implementation of land use entitlements. Ms. Costa has extensive experience counseling landowners, developers and public agencies in all aspects of land use processing, including compliance with the California Environmental Quality Act (CEQA); obtaining approval of general plan amendments, specific plans, planned development zoning, and tentative and final subdivision maps; addressing annexation and other LAFCO issues.
Sean Marciniak represents public agencies, landowners, and developers in a variety of environmental and land use matters, focusing on litigation and counseling under the California Environmental Quality Act. Mr. Marciniak has experience with the National Environmental Policy Act, the Planning and Zoning Law, the Community Redevelopment Law, Local Agency Formulation Commissions, affordable housing and the Subdivision Map Act.
Both attorneys join Miller Starr Regalia from the San Francisco office of Bingham McCutchen.
