Miller Starr Regalia Elects New Shareholder 

Walnut Creek, Calif., (November, 18 2011) Miller Starr Regalia, a leading California real estate and land use law firm, announced today, the election of Nadia Costa as its newest shareholder, effective January 1, 2012, at which time she will become co-chair of the firm’s Land Use Entitlement Group.  Ms. Costa’s practice centers on land use and municipal law, specializing in the processing and implementation of land use entitlements. 

Ms. Costa has extensive experience entitling a wide range of projects, with particular emphasis on complex, mixed-use, urban in-fill, and master-planned developments.  She regularly counsels landowners, developers and public agencies in all aspects of land use processing, including CEQA compliance; general plan amendments, specific plans, planned development zoning, tentative and final subdivision maps; annexation and other LAFCO issues, as well as drafting, negotiating and obtaining approval of agreements dealing with vested rights, public infrastructure, affordable housing and school facilities mitigation. 

Ms. Costa was also one of attorneys who began working pro bono in 2002 to free Deborah Peagler, a battered woman who was in prison from 1983 to 2009 for her alleged involvement in the murder of Oliver Wilson, the man who abused her.  The case was the subject of a critically acclaimed documentary that premiered at the Sundance Film Festival, Crime After Crime http://crimeaftercrime.com/

Ms. Costa received a J.D., from the University of California Berkeley School of Law (Boalt Hall).  She received her Master of Social Work from the University of California, Los Angeles and her Bachelor of Arts from the University of California, Santa Barbara
