Miller Starr Regalia

A litigation and regulatory shareholder in Miller Starr Regalia’s Walnut Creek office, Rich has been with the firm for more than 25 years. He is a nationally recognized authority in the title insurance industry that has been used as an expert by other law firms, various state insurance departments and courts. He represents the American Land Title Association (ALTA), as well as an array of title insurers and agents in both regulatory and litigation matters.

Rich has extensive experience with complex civil litigation involving businesses in the real estate industry. While handling over 50 class action cases, his litigation practice has focused on title and escrow, lending, brokerage, antitrust, RICO, unfair business/competition, general business and elder abuse. Rich also uses his expertise to provide mediation services for the Contra Costa Superior Court of California and various private litigants.

EDUCATION
He received a J.D. from The National Law Center, George Washington University. While there, he served as the Topics Editor of the The George Washington Law Review. He also graduated in the top 1% of his class, earning Order of the Coif recognition. Prior to law school, Rich served as an officer in the United States Army where he won numerous awards and honors.
