Robia is a land use associate in Miller Starr Regalia’s
She has expertise in wide variety of areas, including the Subdivision Map Act, municipal and public agency law, and development impact fees and exactions. She provides additional advocacy for clients looking to obtain government permits and discretionary approvals, appearing before local agencies throughout the Bay Area and representing clients at administrative hearings relating to alcoholic beverage sales licensing.
Robia’s appellate work has resulted in favorable decisions in the representation of a landowner in a private water right dispute in Barnes v. Hussa (2006) 136 Cal.App.4th 1358, and in the representation of amicus curiae in El Dorado Irrigation District, et al. v. State Water Resources Control Board (2006) 142 Cal.App.4th 937.
Prior to joining Miller Starr Regalia, she was a water law associate at Downey Brand in Sacramento. Robia advised clients on obtaining water right permits, conducting due diligence on water rights and assessing water transfer opportunities. She also advised public agencies in the development of groundwater management plans and municipal law issues.
EDUCATION
Robia received a J.D., with distinction, from the University of the Pacific McGeorge School of Law. While at McGeorge, Robia earned Witkin Awards in Legal Process and Public Interest Law, and she served as a staff writer for both the California Initiative Review and Transnational Law Journal. She also worked as a certified law clerk for the Sacramento County Counsel's Office. Robia earned a bachelor’s degree in philosophy from the University of California, Davis.
