The attorneys in Miller Starr Regalia’s Environmental Law Practice Group counsel the firm’s clients on a wide variety of environmental compliance, enforcement, and litigation matters.  Our attorneys are experts in environmental impact review under the California Environmental Quality Act (CEQA) and the National Environmental Policy Act (NEPA), and have worked on some of the most complex and challenging CEQA matters in the state.  Our Environmental Practice Group has extensive experience in reviewing, commenting on, defending and challenging, environmental impact reports, negative declarations, and other CEQA/NEPA determinations.

Our attorneys also assist clients with the numerous federal and state natural resources laws that apply to projects in California.  We have extensive experience with water quality laws such as the Clean Water Act and the Porter Cologne Water Quality Control Act, including stormwater regulation, water recycling, wetlands regulation, and discharge requirements. Our attorneys also regularly advise on water rights, land conservation, mitigation banking, and public trust matters.

We work with lead agencies, such as the Environmental Protection Agency, Regional Water Quality Control Board, and the Department of Toxic Substances Control and environmental consultants to remediate and resolve issues on environmentally impaired properties and advise clients regarding compliance with environmental regulations, potential liabilities, soil and water contaminations, environmental claims and environmental insurance coverage.

Miller Starr Regalia has been at the forefront of developments in air quality and climate change-related laws.  Our sophisticated CEQA/NEPA attorneys have been called upon to develop creative solutions in environmental impact documents to address global climate change, and regularly provide advice in this cutting edge field.  As air quality concerns have permeated nearly every operational project in California, our attorneys often assist clients with operational permitting and air quality compliance matters.

Our litigation attorneys frequently litigate environmental matters before trial and appellate courts on the state and federal levels.  Our litigators have played a major role in shaping the legal landscape in these areas by prosecuting, defending and contributing amici briefs in numerous published decisions dealing with cutting edge environmental issues.
