Miller Starr Regalia (MSR), a preeminent California real estate law firm for more than 50 years, announced today that Samantha Chen and Nicholas E. Ma are joining the firm's Walnut Creek headquarters as litigation associates.
Three litigation associates have joined MSR within the past year. Prior to joining MSR, Chen was an associate in the Walnut Creek office of Best Best & Krieger LLP and Ma was an associate in the San Francisco office of Weintraub Tobin Chediak Coleman Grodin.
Chen litigates in both state and federal court and advises public agency clients on land use, planning and zoning matters including the California Environmental Quality Act (CEQA), and other issues such as building and municipal code enforcement, ADA compliance, public works projects, and government transparency laws.
Ma’s practice concentrates on commercial litigation for a wide range of clients, including real estate developers, tech companies, financial institutions and public entities. His real estate experience includes landlord-tenant and complex construction defect issues.

Chen received her J.D. from the University of California, Davis School of Law and her B.S. from Emory University. She was an extern for the Hon. Troy Nunley of the U.S. District Court for the Eastern District of California and the Hon. John Laettner of the Contra Costa Superior Court.
Ma received his J.D. from the University of California, Hastings College of the Law and his B.A. magna cum laude from the University of California, Irvine. He provided corporate legal services to tech companies in the Bay Area through the Hastings Startup Legal Garage.
