Steven M. Silva

Steven M. Silva is a Litigation Shareholder in Miller Starr Regalia’s Reno, Nevada and Walnut Creek, California office. Steven’s practice focuses on Eminent Domain & Inverse Condemnation and Real Estate Litigation, Appellate Advocacy, Construction Claims & Litigation, and Nevada Water Law.  In addition, Steven provides detailed advice and guidance to government entities, state agencies, regulated entities, and businesses.  His municipal practice has included varied issues from governance and the creation of entities, to ballot and election issues, to open meeting laws and tax matters.  Steven has represented parties in takings litigation with claims in excess of $2.5 billion as well as real estate transactions in excess of $250 million.

Prior to practice, Steven served as a staff attorney for the Supreme Court of the State of Nevada, and as a law clerk to the Honorable N. Patrick Flanagan, in Reno, NV. 

He is a fierce advocate for advancing knowledge through the bench and bar, and has contributed to the Nevada Real Property Practice Manual; the Nevada Civil Practice Manual; and the Nevada Appellate Practice Manual.  He was also a contributor to the Nevada Civil Pattern Jury Instructions and was a member of the Commission to revise the Nevada Rules of Appellate Procedure.  He gives presentations frequently to the Bar as well as industry groups.
