Elizabeth Rumsey Joins Miller Starr Regalia As Litigation Associate In Walnut Creek; Star Lightner Joins As Senior Attorney Editor Of Firm’s Miller & Starr, California Real Estate
Miller Starr Regalia, a preeminent California real estate firm for more than 45 years, announced today that Elizabeth Rumsey and Star Lightner are joining the firm’s Walnut Creek headquarters as a litigation associate and senior attorney editor respectively.
Rumsey joins the firm from Bingham McCutchen LLP, where she was an associate in the firm’s San Francisco office. Her practice centers on general litigation, land use, and environmental compliance matters, including under CERCLA (Comprehensive Environmental Response, Compensation and Liability Act), NEPA (National Environmental Policy Act) and CEQA (California Environmental Quality Act). She will be working closely with Miller Starr Regalia Managing Shareholder Anthony M. Leones and others on eminent domain and environmental law matters.
Lightner was an associate with Farella, Braun and Martel as well as Paul Hastings Janofsky & Walker in San Francisco where she handled administrative enforcement actions before the California Environmental Protection Agency (EPA) and Department of Toxic Substances Control, as well as compliance counseling regarding CERCLA, CEQA, Resource Conservation and Recovery Act (RCRA) and the Safe Drinking Water and Toxic Enforcement Act (Proposition 65). She will work with Karl Geier, transactional shareholder and editor-in-chief of Miller & Starr, California Real Estate 3d, a 12-volume authoritative treatise that is the most widely used and cited California real estate law reference for lawyers, judges and real estate professionals.

Liz will be working primarily with our eminent domain and land use practice groups as we continue to expand those practice areas, while Star will work hand-in-hand with Karl Geier on the firm’s seminal book on California real estate, that has been cited hundreds of times in reported decisions at all levels of State and federal appellate courts in California.”
Rumsey received her B.A. from Williams College and her J.D. from the University of California Berkeley School of Law (Boalt Hall), where she was an associate editor for the Ecology Law Quarterly and worked at the East Bay Community Law Center and Centro Legal de la Raza, providing legal services for low income tenants in housing and eviction matters. Lightner received her B.A. from California State University, Sonoma and she too received her J.D. from the University of California Berkeley School of Law (Boalt Hall), where she was editor-in-chief of the Ecology Law Quarterly.
