Miller Starr Regalia Welcomes Matthew Stone as Land Use Shareholder in Walnut Creek

Stone advises property owners, developers, institutions, and investors on local land use and environmental compliance, guiding clients through the governmental approvals needed to develop or use property. His work includes conducting due diligence and zoning analysis, as well as crafting entitlement strategies to navigate complex development and environmental review processes.

He supports clients at every stage of the entitlement and environmental review lifecycle, from early project planning through final approval. He works closely with consultants and project teams to shape and refine projects, prepare application materials, and resolve challenging development or environmental issues. He also counsels clients on post-entitlement implementation, condition compliance, and construction-related matters.

Stone’s experience spans a broad range of residential, commercial, and mixed-use projects across California, including coastal development and infill redevelopment. He is well-versed in the California Coastal Act, California Planning and Zoning Laws, the California Environmental Quality Act, and other federal and state environmental regulations.
