Miller Starr Regalia Welcomes Miguel Mauricio to Land Use Department in Walnut Creek Office

Miller Starr Regalia (MSR), a preeminent California real estate law firm for more than 60 years, announced today the addition of Miguel Mauricio to the firm’s Land Use Department. Mauricio joins the firm’s Walnut Creek office as an associate, bringing varied legal and political experience to MSR.

“Miguel is a terrific land use and real estate attorney; I know our clients will find his talents and abilities to be particularly helpful, especially given his prior experience and policy background,” said Matt Henderson, MSR’s Land Use Practice Group chair. “We’re very excited to have him on board.”

Mauricio joins MSR from his position as Legal & Policy Director for the East Bay Leadership Council, where he guided in-house legal strategy, managed public policy advocacy and research, led stakeholder engagement and oversaw projects to promote regional economic development. In that role, he developed a housing endorsement form for housing projects in the East Bay, and reviewed housing project applications, term sheets, proposed development agreements, permit applications and zoning ordinances.

Mauricio was previously a Land Use and Real Estate Associate at Gibson, Dunn & Crutcher LLP, where he advised clients on a wide array of land use and development matters and real estate transactions, including zoning issues, development agreements between private and public entities, the California Environmental Quality Act (CEQA), and the processing of entitlements for major real estate development projects in the Bay Area and throughout California. Mauricio advised clients on complex regulatory and political issues impacting development projects. He also represented clients in real estate transactions, including acquisitions, leasing, financings, and joint ventures in connection with commercial, hospitality and residential properties.

Mauricio earned his J.D. from Yale Law School, and his B.A. in Political Science from U.C. Berkeley. He previously served as the county commissioner and chair of the county advisory council on equal employment opportunity for Contra Costa County, and as a Law Clerk for Senator Alex Padilla and the Senate Judiciary Committee in the United States Senate. MSR’s Land Use Department counsels clients through California’s complicated development permitting and CEQA compliance process at every level of government, facilitating and obtaining project entitlements and related environmental compliance. In addition, Miller Starr Regalia works with clients in connection with all aspects of land use due diligence, entitlement strategy, project coordination and negotiation, and project implementation.  MSR’s Land Use Department also handles and counsels clients through project-related litigation, including in the Courts of Appeal and California Supreme Court.
