Miller Starr Regalia (MSR), a preeminent California real estate law firm for more than 50 years, announced today that Kenneth Stahl is joining the firm's Newport Beach office as of counsel in the Land Use Department.  Stahl is also a Professor of Law and Director of the Environmental, Land Use and Real Estate Law program at Chapman University Fowler School of Law. Stahl will continue to teach while practicing at MSR.

Prior to joining MSR, Stahl was a Partner in the Newport Beach office of One LLP. He has also served as an Assistant United States Attorney in the Eastern District of New York where he litigated cases involving the federal Superfund statute and other federal laws, and prior to that, was a trial attorney for the United States Department of Justice.

Stahl focuses his practice on land use, zoning, and local government law, including the California Environmental Quality Act (CEQA), the Housing Accountability Act, the state density bonus law, accessory dwelling units, and other related land use issues. Stahl's scholarly focus is on the relationship between the local political process and judicial doctrine in land use and local government law. His research combines doctrinal analysis with insights from disciplines including urban sociology, geography, economics, and the humanities.

“Ken's vast knowledge and experience in the relationship between land use, the environment and government law, and his engaging style, are greatly admired by both his legal peers and his law students," Ella K. Gower, Miller Starr Regalia's managing shareholder. "We are thrilled to have him join one of MSR's leading practices."

“Ken is intimately familiar with California’s complex CEQA compliance process, and his clients and colleagues will benefit greatly from his deep legal knowledge of and scholarly approach to the relationships between land use, real property, housing and environmental law in local, regional and state government contexts," said Arthur F. Coon, co-chair of Miller Starr Regalia’s Land Use Department.

Stahl received his B.A. (with Highest Honors and Highest Distinction) from the University of Michigan and his J.D. from Yale Law School. At Yale, he served as a Notes Editor of the Yale Law Journal and an editor of the Yale Journal of Law and The Humanities. He is the author of the book Local Citizenship in a Global Age published with Cambridge University Press.
